Fraud reported in luxury development in Cancun

Through social media it transpired that dozens of people were victims of a real estate fraud in Cancun, Quintana Roo, which was allegedly developed by a construction company.

According to testimonies from victims, the case of fraud occurred in Ciudad Varuna, Cancun, and was carried out in Benito Juarez, Quintana Roo. Supposedly the buyers had acquired a property in the area and not having official documents, they asked Global Martines, the company involved, to reimburse them their money, however, there has been no response.

The allegations indicate that, despite the fact that the 413-hectare land is national property, the companies Ciudad Varuna and Invert Varuna delivered false documents to subdivide and sell the lots to dozens of families in Mexico, generating more than 200 million pesos.

How did the fraud occur?

Hundreds of people looking to build a property in Cancun believed they had bought cheap land after receiving the documentation, however, it was false, since, by taking advantage of the construction works of the Mayan Train, since 2020 the company offered residential lots of 250 square meters.

The attraction for people was the low cost of the land adjacent to the area where the Mayan Train will run, since the price they were offered was 350 thousand pesos and for this, the company managed to sell hundreds of properties.

But the land of the so-called Ciudad Varuna Cancun was not owned by Global Martínez, since in the end they ended up being used for the Mayan Train.

Sedatu files complaint against fraud

The Secretariat of Agrarian, Territorial and Urban Development (Sedatu) filed a complaint in March 2022 about the fraudulent title of the Varuna property, which was allegedly owned by José Luis de la Fuente Pastor.

A couple of months later, another title appeared in the name of Armando Jesús Martínez Bellos, signed in 1990 by the then Secretary of Agrarian Reform, Víctor Cervera Pacheco. However, Sedatu confirmed that this title is also false.

The false document was registered in the Public Property Registry of Quintana Roo, but according to the records, the folio number actually corresponds to another property, called San Luis, owned by Lucilo Medina Aldana.

Martínez Bellos allegedly used this false title to sell the land to Adelaida Lucely Dzib Tinah for 400 thousand pesos, using a deed number that belongs to another property and to different owners, so his deed is also false.
