Tulum has requested a debt of up to 79 million pesos. However, the administration of Diego Castañón had publicly spoken of only 50 million.
The adjustment surprised everyone, including the municipal trustee, Rifka Queruel Nussbaum, who denounced that this lack of transparency made her refuse to support the proposal.
It seems that Diego Castañón is trying to apply a strategy similar to the one used by Laura Fernández in Puerto Morelos, which left damage to the coffers of that municipality. In addition to projects of alleged corruption.
This millionaire debt sets a bad precedent, also because, although more and more money is being requested, year after year, the amount of investment in public works in Tulum under the command of Diego Castañón is reduced. At the same time, the issue has been handled in total opacity and without presenting financial reports to the Cabildo on income or expenditures.
That is why it is valid to ask where these resources go. Let us remember that this politician of the Green Party is supported by rapacious businessmen from the north of the country, specifically Nuevo León, and by quite questionable characters such as Ricardo Monreal.
Could it be that Diego Castañón no longer has the means to pay his sponsors in Monterrey, and for that, he indebts Tulum?
CRISIS OF INSECURITY AND REAL ESTATE FRAUD
While the state authorities and other municipalities such as Playa del Carmen, stand out for their wise actions, in Tulum it is the opposite.
Let’s remember that the image of the destination has been quite hit, so much so that tourism has stopped arriving. And part of this is the responsibility of Diego Castañón himself, who made publications on networks that did not help to solve the situation.
Another factor that has affected Tulum is undoubtedly violence. Let us remember that even a Secretary of Security was murdered. It shows that no one feels calm in that municipality. And there have already been several incumbents in that agency, but no results have been seen.
Ricardo Morales Santo (March 2023 – February 2024). It was the first appointment of Diego Castañón at the beginning of his interim administration. He submitted his resignation in February 2024. Then followed Pedro Jaramillo Visoso (February 2024 – September 2024). After Morales’ departure, the Cabildo appointed him; He had previous experience in naval commands.
José Roberto Rodríguez Bautista (September 2024 – March 2025). He took office on September 30, 2024, just at the beginning of Diego Castañón’s new constitutional term. Unfortunately, he died in March 2025 after being the victim of a direct armed attack while on duty.
Fernando García remained as interim for three months, while the person who has remained in Public Security so far was appointed: Edgar Aguilar Rico, who has been there since July 2025. And there are still no results.

And the problems in Tulum do not stop. Let us also remember the accusations against this municipal administration for allegedly granting permits to irregular or ecocidal projects.
This is a recount of just some of the multiple problems that Tulum has faced under the government of Diego Castañón, who apparently has nothing else to offer his sponsors in Monterrey, Nuevo León and that is why he indebts the municipality.
